    Abstract: 歐盟與東協兩大組織在全球以及地區層面都有相當的影響力,但是其組織結構與發展路徑差別甚大,這主要就基於亞歐雙方的歷史背景、外在環境與價值取向、認知方式等等的差異所致。歐洲久經戰亂,二戰後讓渡主權以期和平的意願極高,區域意識抬頭,但是東南亞則仍被殖民者所統治,毫無區域整體意識可言。繼之,在歐洲整合的過程中,其機制日漸建立,效果日益發揮,而東協則始終處於合作階段,不願讓渡主權,其整體意志難以形成,效果較差。歐盟雖然機制相對嚴謹,但是會員的擴張導致憲法條約的擱淺,東協的機制鬆散,雖效果不彰,但是運作尚稱順利。近來在結合外國(東協加三),其地位與作用更為加強。在歐盟與東協的雙邊關係方面,至今仍頗不對稱。雙方都有相當的共同利益,除政治與安全方面,其中尤以經貿為甚,但是人權問題還是差異甚大,這些都是亞歐之間在價值與認知方面差異的最佳表徵。
    Because of the distinction of historic background, outer surrounding, value orientations and perceptions the EU and ASEAN, both significant regional actors are much different in their structure and development. After long time of war and conflict the Europeans are willing to surrender parts of their sovereignty in order to build a mechanism for promoting peace. By that time these East Asian nations were still subject of the colonial rule. There was no sense of regionalism in that area. During the development of the European integration process a functioning mechanism is built which comes up with rather satisfactory results. But ASEAN still remains a cooperation network with less achievements because the member states are not willing to surrender their sovereignty and the sense of unity is weak. Although the EU has a rather well-functioning mechanism they are facing enormous problems by the ratification of the constitution by the enlargement. The ASEAN is rather lose organized but has overcome the problem of enlargement. The recent cooperation with China, Japan and Korea has improved its image a lot. The bilateral relations between the EU and the ASEAN are asymmetry. Besides the political and security issues the trade interests are the most important. But still the human rights issue remains an obstacle due to differences in value and perception
