    Abstract: 土地使用與交通運輸的整合形塑出二種相異的都市模式,分別為汽車導向發展城市(AOD)與大眾運輸導向發展城市(TOD),此二種型態已成為當今世界各大城市的主要都市模式。從許多相關之文獻指出,TOD 城市各種效益高於AOD 城市,TOD 已成為世界各大城市所追求之目標,許多相關研究陸續提出,包括TOD 的實務規劃、設計準則、案例討論與實證研究,相關制度已漸趨完備,但實務操作上卻面臨大眾運輸開發時,需要投入龐大的資金,造成財政的困境。據此,英、美各城市開始應用土地增值回饋(value capture)的方法,以資助開發TOD 城市的資金,逐漸形成一套健全的財務機制。而本研究於國科會計畫NSC - 97 - 2415 - H - 004 - 109 的研究發現,台灣發展TOD 城市將帶來許多正面的效益,其中來又以房地產增值為最主要效益,具有落實增值回饋財務方法的基礎。緣此,本研究之目的將應用增值回饋的方法,建構台灣大眾運輸導向的城市開發財務機制,其研究內容如下三個部分:(1)彙整英國、美國各大城市開發TOD 的財務機制及其運用增值回饋之方法,並進行制度間的比較研究,以提供台灣開發TOD 城市財務機制之參考;(2)以分析網絡程序法(ANP)設計增值回饋評估方法,並評估 TOD 區內的土地的增值,作為課徵的依據,再透過優勢關係評估PROMETHEE 方法,以財務限制為前提,評選出優先開發的大眾運輸復甦投資區;(3)透過國際城市比較、增值回饋評估與大眾運輸復甦投資區評選的研究結果,建立一套健全的TOD 城市開發財務機制。
    There are two main kinds of urban form which is shaped by land use and transport in the world, such as automobile-oriented development city and transit-oriented development city. Several literatures and reports state that TOD is more beneficial than AOD. Therefore, many city governments attempt to reshape their urban form based on TOD concept. Numerous relative researches focus on planning practice, design guideline, case study and empirical study which are associated with TOD strategies. Nevertheless, public cost of implementing TOD strategies is so high that city government has insufficient funding. Accordingly, a number of city governments in UK and USA use value capture method to fund development of TOD city. Recently, value capture becomes core part of finance institution of TOD development. According to my previous project of National Science Council, NSC – 97 – 2415 – H – 004 – 109, it is found that developing TOD in Taiwan causes several benefits and raising poverty value is the most important benefit. The private benefit of raising poverty value is caused by construction of public transit. The issue about financial balance between poverty owners and city government becomes popular and then value capture is emphasized in the academic field. Hence, this study uses value capture method to build the finance institution of TOD development. The rest of this study is organized as follows. 1. This study compares with finance institutions of TOD development in UK cities and US cities. 2. This study uses analytic network process method (ANP) to evaluate how much value to capture and applies PROMETHEE method to rank development of transit revitalization investment district. 3. This study deducts comparison of finance institutions, evaluation of value capture and ranking of development of TRID to build sustainable finance institution of TOD development in Taiwan.
