Abstract: | 烏克蘭東部地區頓内次克共和國與盧干斯克共和國與基輔政府的對峙,造成烏克蘭國内動盪,歐洲區域不穩以及大國在國際上的角力。以烏克蘭案例為核心凸顯出幾個問題。首先,一個文化歷史發展具有高度分歧性的族群,需要透過怎樣的政治制度的設計,形塑共同政治認同才能達到整合?這牽涉政體及國體的設計運作。第二,烏克蘭内戰造成110萬的烏東居民進入俄羅斯尋求庇護。俄羅斯如何面對這些具有烏克蘭國籍的難民?對俄羅斯而言,作為蘇聯在國際法上的繼承者,是將其視為與本國人具有相同國民待遇者,或是外國的難民?這些難民在心理及現實上要如何調適?如何適應?俄羅斯又要如何將這些難民安置?甚至,使其成為俄羅斯在面對人口增長趨緩,勞動力資源下滑時的資產。這個案例的理解,有助於設想,歐盟對於2015年難民潮在政策上的設定。第三,隨著烏東兩個共和國的實質獨立,俄羅斯的地緣前沿得以保持在境外。藉著俄羅斯與喬治亞的南奥塞提自治共和國(ro®Haa OceTra)於2015年3月簽署的全面整合條約,南奥塞提在法理上雖然仍然是喬治亞的自治共和國,但是實際上已經同等於俄羅斯聯邦的一個聯邦主體。這個案例是否會成為俄羅斯在烏東問題上的一個範式,進而造成烏克蘭的喬治亞化?甚至成為國際法上被默認的事實?這是一個可以觀察的課題。 From the beginning of the conflict in eastern Ukraine raised some difficult issues relating to the processes of reconciliation inside Ukraine, the security of Russian geopolitics and new opportunities of the international order, etc. Theme is dedicated to the process of reconciliation and conflict resolution on Ukraine, prospects of Ukraine's future, and also the influence of Ukrainian refugees on public and Political, economic situation of Russia. For the purpose of committing the objectives of this research plan we will monitor the following lessons: At first, Ukraine as the country is split in the fields of economy, culture, languages and ethnicity, must create a new kind of political system to unify the country as a whole, like federation. Secondly, Facing an uncertain future refugees from Eastern Ukraine under an unknown pressure has to find a way out. What is psychological situation and the settlement of these refugees? In addition, we are interested, in this case, Russia has a policy about immigration and demographics. Third, with the signing of agreements on integration between Russia and South Ossetia in the areas of economy, public security, culture, customs space and the state budget appeared a new model of international relations called "the model of South Ossetia". South Ossetia is de jure part of Georgia but de facto part of the Russian Federation. In this case, what an opportunity for the People's Republic of Donetsk and People's Republic of Lugansk, and also the Kharkiv and Odessa regions? |
