    Title: 台灣醫療產業的顛覆生態系策略與實例
    A Case Study on the Ecosystem Disruption Strategy of the Healthcare Industry in Taiwan

    Abstract: COVID-19 疫情暴露了台灣醫療體制的侷限,而即將來臨的超高齡社會更將帶 來前所未見的龐大挑戰,因此醫療產業的創新變革將是至關重要。此研究以廣達電 腦於智慧醫療的創新發展作為個案實例,並應用達特茅斯塔克商學院的羅恩·阿德 納教授所提出的「顛覆生態系」框架,分析台灣醫療產業的價值主張和價值結構, 探討其中價值元素之必要變革與創新,以及生態顛覆的時間點和策略步驟,以實現 新生態系的價值主張。

    分析發現,醫療產業的創新需以具備預測(Predictive)、預防(Preventive)、 個人化(Personalized)、參與(Participatory)等 4P 特性的新價值主張作為根基, 並藉由「數位孿生」賦能元素,針對既有的「診察」、「治療」、「照護」、「保險」等 價值元素進行變革,並且增加「預防」元素構成新價值結構。在法規與制度面的價 值創造瓶頸被解除之際,便可更快速發展新生態所需之商業模式,並透過最低可行 生態系統、階段性擴張、生態系傳遞等策略步驟,為醫療產業加快顛覆生態系的轉 變新局面。
    The emergence of COVID-19 has exposed vulnerabilities in Taiwan`s healthcare system. The arrival of a super-aged society will bring even greater challenges, necessitating significant transformation to address the issues posed by an aging population. This transformation is crucial to mitigate potential risks and ensure a resilient future society. By using the case example of smart healthcare innovation by Quanta Computer and the "ecosystem disruption" framework proposed by Professor Ron Adner from the Tuck School of Business at Dartmouth, it is possible to assess the value proposition and value architecture of Taiwan’s healthcare industry. This analysis enables the identification of necessary changes and innovations to its value elements and required coordination among ecosystem partners in order to reinforce the new value proposition. Such insights also provide guidance on the timing and strategic steps that industry participants should consider when pursuing transformative initiatives.

    The research found that a new healthcare value proposition characterized by being “predictive, preventive, personalized, and participatory” is essential. An enabling value element, “digital twin” will help transform existing elements including “diagnosis”, “treatment”, “care”, and “insurance” in addition to adding a new “prevention” element to complete the new value architecture. When the value-creation bottleneck of regulatory policies is removed, the new ecosystem can quickly flourish with viable business models and the strategic steps of “minimum viable ecosystem (MVE)”, “staged expansion”, and “ecosystem carry-over” will help accelerate the process of ecosystem disruption to transform the healthcare industry.
