    Title: 共軍人事調整的意義與影響

    Abstract: 中共「十五大」後,共軍相應調整各級領導班子,並舉行中斷兩年之久的上將晉銜。人事調整反映共軍幹部政策已建立「領導消腫」、「屆齡退休」、「易地交流」及「裁軍轉警」等模式,進入有序輪帶運作。惟在役上將僅有十九名,與軍隊員額難成比例,顯現出軍銜結構失衡。而張萬年積極提攜照顧其在廣州、濟南兩軍區之舊日僚屬,已在軍中盤根錯節形成新型派系勢力,對共軍團結造成衝擊。未來江澤民軍權領導有無劣勢出現,乃至江、張之間的微妙互動,均將與此一生態變化息息相關。
