| Abstract: | 在「十八大」政治報告和「兩會」政府工作報告中，分別使用「鞏固」和「深化」兩詞，顯現出不同的含義，在兩岸和平發展下需要鞏固什麼？表示目前兩岸關係走向仍有不信任原因。
兩岸進入鞏固和深化的新階段，以及在對臺工作承前啟後、繼往開來的新形勢下，應如何鞏固和深化？由於兩岸的政治分歧尚未解決，有待雙方在不斷增強政治互信的同時，持續累積破除兩岸政治分歧的條件，中共仍然沒有改變對臺政策的延續性。
習李體制下的對臺政策，以民族的大框架，來鞏固臺灣民眾對於「九二共識」的認知，以深化認同這個基礎開啟兩岸平等協商，推動兩岸和平發展，「只經不政」不再是中共對臺政策的目標，勢必會加強力度。若要解決臺灣問題，強化兩岸民族認同、服貿後續談判、和平協議以及民共交流，都將是中共未來對臺的工作重點。
In “18th CPC assembly” political report and “National People`s Congress” in government service report, separately uses “strengthen” and “the deepening” two words, appears the different meaning, what needs to consolidate under both sides of the Taiwan straits development? The expression both sides of the Taiwan straits relations moved towards at present still has does not trust the reason.
Cross-Strait relations enter consolidated and the deepened new stage, as well as in works under the new situation to Taiwan which carries on the task, inherits, how should strengthen and the deepening? Because both sides of the Taiwan straits political difference not yet solves, pending both sides while are strengthening the political mutual confidence unceasingly, accumulated continually eradicates both sides of the straits politics difference the condition, the Chinese Communist Party still does not have the change to the Taiwan policy continuous nature.
Under the custom Xi system to the Taiwan policy, by nationality`s big frame, consolidates the Taiwan populace regarding “consensus of `92” the cognition, deepens approves this foundation to open the both sides of the straits consultation on basis of equality, impels both sides of the straits peace development, “passes through the politics” no longer is not only the Chinese Communist Party to the Taiwan policy goal, will be able to strengthen dynamics inevitably. If solves the Taiwan problem, strengthens both sides of the straits nationality to approve, “Cross-Strait Service Trade Agreement” following negotiations, “the peace agreement” as well as “the exchange between the DPP and the CPC”, all will be the Chinese Communist Party future to Taiwan`s work key. |
