    Abstract: 本文由Burrell與Morgan利用主體一客體面向與規則-激進變遷面向發展出四個基本假定截然不同的典範,它們彼此間是不可共量的,Jackson & Carter並起而為之辯護,兩造都希望異於「功能論」的其他三個典範能夠獨立發展,不受吞併,但經過Reed, Donaldson,Hassard與Willmott諸學者的努力,證明典範間其實是可以溝通,有綜合的可能性;Kuhn與這些學者作一對比,可知他是站在「可共量」這一派,作者也同意這個觀點,並於討論部份提出己見,分別為(一)對典範不可共量說之商確;(二)組織理論間彼此溝通的可能性;以及(三)對公共行政研究之意含。
