    Abstract: 日本從戰後賠償開始實施的政府開發援助(Official Development Assistance: ODA),隨著時代的變遷而改變其角色,早期政府開發援助作為追求經濟利益的手段,近年來變成謀求政治大國地位的工具。由於日本受憲法限制,無法參與軍事方面的國際貢獻之下,日本的政府開發援助在對外政策中一直扮演重要角色。迎接新世紀後,國際社會上產生了恐怖主義的橫行及重新檢討應有的開發援助等援助潮流的變化,同時在日本國內也因財經情勢的不佳及日本輿論對外務省批評、對ODA 本身的懷疑,日本政府面臨了困境。日本ODA 面臨了國內外環境之巨變,日本政府為了獲得日本國民及國際社會的支持與理解,不得不進行ODA 改革。本研究的焦點,首先探討國內外環境的變化對日本的ODA 政策的影響。其次,探討新世紀日本ODA 政策的政策架構。接著,檢討實施ODA 體制的制度層面問題。最後,分析日本對外ODA 的實踐,尤其對於外交上重要的東亞、南亞、中東、非洲等若干國家進行實例分析。
    The Japan’s ODA beginning from post-war compensation has changed its role from as a pursuit of economic interests previously to seeking the status of political power in recent years. Due to constitutional restrictions, Japan cannot participate in international military activities and this becomes the reason why the ODA has always played an important role in foreign policy. After greeting the new century, terrorism prevails in the international community that changes the international assistance trends, thus Japanese Government reviews the original ODA system and finds herself in distress because of the poor condition in domestic economy as well as the public criticism on Ministry of Foreign Affairs and suspicion towards ODA. A reform needs to be done as a result in order to receive support and understanding from people in Japan and the international community as well. The focus of this study first explores how changes in the environment at home and abroad affect Japan’s ODA policy. Secondly, it explores the framework of ODA policy in the new century. Then, the study explores the system problems of ODA practice. In the end, the study especially does case analysis on important diplomatic countries in East Asia, South Asia, the Middle East and Africa so as to analyze Japan’s foreign practice of ODA.
