The skyway system is important element of metropolitan area, it contribute to the environmental quality, city image and prosperity of city. The pedestrian system and connectivity created by the planning concept of skyway system not only influence the place for observing urban context, but also shaping the characteristic and dynamic of urban environment, especially critical commercial areas. The development of skyway system is just initialed these years in Taiwan, related researches are few and mostly focus on individual planning and design of sky path, not for regional-wide system. This paper proposed a conceptual evaluation framework by referring related literatures and cases, taking the skyway system of Taipei Shin-Yi district as example, using questionnaires and field survey to evaluate. The survey result reveals user`s satisfaction levels are high. But, there still are a lot of issues in need to be improved, such as: indication system, climate protection effect, integration with mass transportation system, disable facilities and pedestrian system, etc. Based on the survey, several development strategies are proposed, like: "finely integrated mass transportation", "create pedestrian-friendly environment", "strengthen the city image and visual scene", to create high-quality urban living space and environment, and fully establish "human-based" urban planning.
