| Abstract: | 「價值觀外交」係日本前首相安倍晉三在日本安全保障上的主要外交指導方向，是基於尊重普遍價值，即自由、民主、人權、法治的四大價值觀，衍生而來的外交政策根本方針。隨著中國不透明的軍事行動、台海和平穩定受到威脅，以及俄羅斯與烏克蘭之間發生戰爭，以價值為導向的外交政策在國際舞台上愈來愈受到重視。2006年「自由與繁榮之弧」理念出現，以歐亞大陸的環展開安定的地域環境，東邊與美國澳洲，日本與印度，西邊與歐洲聯盟和北約組織緊密合作。不過，這理念並沒有受到大眾青睞，並隨著政黨輪替在日本消失。安倍在第二個任期提出「自由開放的印太」，同樣以價值為導向加強共享普遍價值的民主國家在安全保障上合作。同時以「俯瞰地球儀外交」和「積極和平主義」為主軸，展開「四方安全會談」的多邊主義的合作關係。「自由開放的印太」與「自由與繁榮之弧」同樣以價值為導向的外交政策，不過在國際社會上的接受程度卻出現了差異。
對此，本文希望觀察從2006年至2020年之間，外務省的官方文件《外交青書》與安倍晉三的對外演講，分析日本官方對「價值觀外交」論述的變化與延續。根據本文分析有三點發現：第一，「自由與繁榮之弧」到「自由開放的印太」的「價值觀外交」是具有同一性與延續性。第二，在官方文件上「普遍價值」與「基本價值」的使用上是有差異。第三，「市場經濟」在「價值觀外交」的論述上消失。這些發現不僅揭示了日本外交政策的連貫性和變化，也反映了全球政治環境的轉變如何影響了日本的外交策略。
“Value oriented diplomacy” is the diplomatic principle in Japan's security, advocated by former Prime Minister Shinzo Abe. It is a fundamental diplomatic policy based on respecting universal values, such as freedom, democracy, human rights, and the rule of law. With China's opaque military actions, threats to peace and stability in the Taiwan Strait, and the war between Russia and Ukraine, value oriented diplomacy has become increasingly important in the international society. In 2006, the concept of the "Arc of Freedom and Prosperity" emerged, aiming to create a stable regional environment across the Eurasian continent, closely cooperating with the U.S. and Australia in the east, Japan and India, and the EU and NATO in the west. However, this concept did not gain public favor and disappeared with the political parties switching in Japan. During his second term, Abe proposed the "Free and Open Indo-Pacific Strategy (FOIP)," similarly value-oriented, to enhance security cooperation among democratic countries sharing universal values. This strategy also included the "diplomacy that takes a panoramic perspective of the world map" and the "Proactive Contribution to Peace" as the main axes, leading to cooperative relationships such as the " Quadrilateral Security Dialogue (QUAD)". Other countries relatively accepted Japan's "Free and Open Indo-Pacific Strategy."
Although value-oriented diplomacy remained consistent, differences arose. This article aims to observe the changes and continuities in the official discourse on "value-oriented diplomacy" in Japan's Ministry of Foreign Affairs' official documents, the Diplomatic Bluebook, and Shinzo Abe's foreign speeches from 2006 to 2020. The analysis reveals three findings: First, there is consistency and continuity in value-oriented diplomacy from the "Arc of Freedom and Prosperity" to the "Free and Open Indo-Pacific Strategy." Secondly, there is a difference in the usage of "universal values" and "fundamental values(or basic values)" in official documents. Thirdly, "market economy" has disappeared from the discourse on value-oriented diplomacy. These findings not only reveal the continuity and changes in Japan's foreign policy but also reflect how shifts in the global political environment have influenced Japan's diplomatic strategies. |
