    Abstract: 本文以2001 年由香港佛教組織挑起的「反邪教」立法辯論為線索,探討當年佛教在香港的政治與宗教關係之狀態。2000 年前後香港政權轉移未幾,變化表面尚不明顯,在香港社會素來低調的佛教一反常態,其規模最大的組織香港佛教聯合會在立法會要求通過由佛聯會所提出類似「反邪教」的法案,以便特區當局可取締佛聯會所不滿的信仰團體。本文據香港立法會的會議紀錄,探討2001 年香港佛教聯合會在立法機構力倡通過類似反邪教法的前因後果,及由此引發的反彈。本文由五節組成,除了前言外,正文包括:一、香港佛教聯合會的性質;二、力促立法「反邪教」的佛聯會陳辭;三、反對立法維護宗教自由的基督宗教陳辭;四、爭論的弦外音:公私之別與政教分合;五、其他的衍生議題,及最後全文結論的「四個疑問」。
    The article is a study of the legislative debate on “Anti-evil Cult” vs Religious Freedom in February 2002, initiated by Hong Kong Buddhist Association (HKBA), according to the word-by-word official proceeding of the Legislative Council, while the context and background of the debate is also addressed. Other than the introduction and conclusion, the article is composed of five main sections. Section One is a comprehensive analysis on the nature of the Hong Kong Buddhist Association, the mainstream Buddhist organization of the city, in the contrast context with her counterpart in China and Taiwan. Section Two is the reconstruction of the Buddhist legislative argument for the bill drawing of “Anti-evil Cult” in the council. Section Three is the reconstruction of Christian and other religious groups’ counter argument of objection on “Anti-evil cult” and defense on Religious Freedom. Section Four is the analysis and inquiry on the hidden meaning between the lines. It includes the distinctions between constitutional-public vs faith-private languages, and two patterns of religious-political relationship. Section Five is a further discussion on related issues derived from above situation. And at the conclusion of the article is a brief description on several unsolved puzzles that would need further analysis through other writings.
