    摘要: 本計畫的主要提問是:在嚴密防止外來有害資訊進入臺灣的情況下,面對最重要的冷戰盟友,中華民國政府如何制訂美國出版品的進口管制政策?政策背後反映了什麼樣的文化取捨?為了因應政策所建立的管制體系,其分工架構及變化為何?面對美國,又作了哪些外交攻防? 本計畫在先前有關日本出版品進口管制研究的基礎上,選擇美國出版品作為研究對象,因為英文是官方認可的國際語言,而美國出版品又符合政治立場與知識需求,成為最大宗的外文出版品。基於此,本計畫有三個具體目的,一是釐清中華民國政府對美國出版品的進口政策,以理解對美國文化的真正態度。二是補完外文出版品管制體系,一方面結合日本出版品管制研究,另一方面則是批判修正日本出版品的研究結果,重新衡量中華民國政府在外文管制上的資源分配、政策鬆緊,以及協調能力。三是討論先前未及處理的盜版問題,一方面考察政府管制之外流通於社會的美國出版品空間,另一方面則是了解中華民國政府在對美交涉時運用哪些單位和層級、用何種理由和手段應對,以及國際政治考量在此個案中具有什影響。 本計畫並無直接的先行研究。在美國文化進入臺灣方面,主要側重文學領域,且以美國為主體;在外來出版品方面則以日本出版品為大宗,而有關盜版和查禁的研究,亦僅限文學翻譯和整體查禁政策,並未針對整體的美國出版品進口討論。基於上述,本計畫利用三種類別的檔案完成歷史學的研究。在政策形塑的層次,主要透過黨政的高層會議與批示加以釐清,在管制體系的機關職掌與法規辦法,則利用行政院、教育部、和臺灣省政府新聞處等檔案。與美國政府就出版品進口管制的折衝談判,則以中華民國外交部檔案為資料蒐集對象。 整體而言,本計畫的重要性在於透過美國出版品的進口政策和管制體系,由官方在內政與外交上的具體作為,提供重新檢視戰後臺灣外來文化風景的基礎。
    What this project wants to ask is: how did the ROC government make the laws and the import policy about American publications under controlling the outside information when she faced America that is the most important cold war ally? What is the cultural attitude of the import policy? What is the control system and change for the import policy? And, what did the ROC government do the diplomatic negotiations and defense with USA? For the research of Japanese publications import control I have done, this project select American publications to be researched because it is another major foreign publications in 1950s Taiwan, which is encouraged by the ROC government. The purpose of this project are about three points. First, this project wants to clarify the import policy of American publications for understanding the ROC government’s attitude about American culture. Second, this project will finish the control system about foreign publications by combined and compared with the research of Japanese publications import control system. It also aims to understand the source distribution about the foreign publications of different language. Third, this project wants to discuss the problem of piracy to understand the space out of control from the government, and to understand the diplomatic negotiations between the ROC and USA government. There are few research about the same subject before. The research about the American culture flowing into Taiwan are focused on literature and the policy of the USA government. And the research about the foreign publications import system are focused on Japanese. Moreover, the search of piracy and prohibition are focused on the literature translation and the control system, not focused on the American publications. According the reasons above, this project will use three kinds of data: about KMT archieves, the ROC government archieves, and the Ministry of Foreign Affairs archieves. In general, the importance of this project is to rethink the culture situation in 1950s Taiwan by clarify the import policy and diplomatic negotiations about the American publications.
