    Abstract: 本計畫的提問是:1950年代臺灣對香港出版品進口的管制體系與決策流程為何?什麼類別的出版品可以或不可以進口?而這反映了中華民國政府對香港出版品或當地「華僑」社會什麼樣的態度?整體而言,香港出版品的管制政策對戰後臺灣的文化風景,造成了什麼影響? 1950年代中華民國政府在思想文化上因應戰時需求,致力於形塑對政府友善的言論空間。除了在內部進行查緝取締,對外來危險訊息的防堵亦成為必要之舉。當時的外來訊息以出版品為大宗,以中文、英文與日文出版品為主,其中,中文出版品主要來自各方勢力混雜的香港,成為管制的主要對象。香港有各黨派言論,也有因商業需求而興起的娛樂性文類,更有美國透過香港文人進行編譯的新聞與文學作品。同時,用「僑辦」名義進口的報紙與刊物,也涉及當時中華民國政府對香港新聞與出版界的拉攏工作,致使香港進口出版品異常複雜敏感。 本計畫整理1950年代中華民國政府對香港出版品的管制體系與進口標準,釐清建立過程、變化原因與主要推動者。同時也注意諸如美國透過香港向臺灣輸出文化時,中華民國政府是否進行合作、抗拒或協商。本計畫亦將結合過去對日本與美國進品出版品的研究,進行比較與整合,建構戰後臺灣較完整的外來文化圖像。
    The purpose of this project is to pose the following questions: what was the control system and decision making process of the import control of the Hong Kong publications in 1950s Taiwan? What kinds of the publications could import or not? What was the attitude of ROC about Hong Kong publications or overseas Chinese society in Hong Kong? Furthermore, what impact did the control policy of Hong Kong import publications have on the landscape of postwar Taiwan? After coming to Taiwan, the ROC government survived by the very means in political, military and economical dimensions, and tried hard to build the friendly environment of public opinion. In addition to controlling the information in Taiwan, the government was also devoted controlling the outside information. In the outside information, the main cultural commodities was publications, which contained Japanese, English and Chinese publications. The most important place of origin about the Chinese import publications was Hong Kong. There were so many different kinds of thoughts in Hong Kong publications: the right-wing and left-wing political views, the opinion of the Third Force movement, the entertaining genre like wuxia novel and mystery novel and the translation of American literary planed by the United States Information Service in Hong Kong. Furthermore, the import of newspapers and magazines owned by overseas Chinese in Hong Kong reflected the overseas Chinese policy and Hong Kong policy of ROC government. For the complexity and particularity as above, this project chooses Hong Kong import publications as the research object. This project will investigate the control system and import policy of the Hong Kong publications in 1950s Taiwan to make sure the making process, the reason of change and the key man. Also this project will notice the cooperation, resistance and negotiation with ROC and the US government when the Chinese publications imported from Hong Kong. Finally, this project will combine and compare the research of the Japanese and American import publications to represent the whole picture of the outside culture in postwar Taiwan.
