| Abstract: | 美國於冷戰後之亞太戰略，軍事安全上藉由鞏固與日本、南韓、澳洲等國戰略同盟關係，分擔美在亞太區域軍事責任、圍堵潛在強權崛起及續維霸權地位，經貿上則致力推廣自由貿易與穩定的國際貨幣體系，以帶動美經濟成長；歐巴馬政府亞太再平衡戰略亦不例外。
本文運用霸權穩定論及新古典現實主義之跨層次分析法作為分析架構，並以歐巴馬政府亞太再平衡戰略中經貿政策與「出口倍增計畫」為研究標的；本研究首先梳理亞太再平衡戰略經貿面向及「出口倍增計畫」形成過程、內涵及戰略意圖，並試圖評估美亞太經貿政策成效，發現亞太再平衡戰略之經貿面向，主要藉由在國際上推行「跨太平洋戰略經濟夥伴關係協定」、貿易自由化，對內則執行「出口倍增計畫」政策、削減貿易赤字，以達成振興美經濟、以美國為首的經貿合作機制目標，進而遏阻中國崛起，落實對該區域政經安全的承諾，以及續維在科技、經貿領域優勢地位；也就是說，歐巴馬總統經貿政策確實獲致若干成果，使美能續維科技、經貿、甚至霸權地位的戰略設想；最後則總結研究發現並對未來研究提出建議。
During Post-Cold War ear, the United States’ strategic policy toward Asia has focused on consolidating political alliances and partnerships with Japan, South Korea, Australia, and so on. Accordingly, the U.S. can alleviate its militarly burdens, contain the emerging powers, and maintain American hegemony. Additionally, the U.S. has been not only protecting free trade and open markets but also maintaining the international monetary system. And so does the Obama Administration.
The thesis analyzes the Obama administrations’ Pivot to Asia and National Export Initiative by using the cross-level of analysis of Hegemonic Stability Theory and Neoclassical Realism. It is composed of five chapters. Chapter 1 is the introduction. Chapter 2 and chapter 3 analyze the policies and the strategic intentions of Pivot to Asia and National Export Initiative. Chapter 4 assesses the effectiveness of the two economic policies. The argument here is that internationally, the Obama administration is undertaking the Trans-Pacific Partnership Agreement’s negotiation and disseminating the concept of economic and trade liberalization. Domestically, it is implementing the National Export Initiative. This way, the U.S. is able to eliminate trade deficit, stimulate its receding economy, codify novel trade and investment rules, deter Chinese expansionism, and anchor its leadership role in Asia. In other words, President Obama’s trade policy reaps economic gains, and thereby, the U.S. has maintained its hegemony in the technical, economic, and political fields. Chapter 5 sums up the research findings of the thesis and makes several suggestions for further research. |
