    Abstract: 美國的公眾外交與戰略溝通雖然在一開始有不同的國外受眾,但目前已有整合的態勢,而且短期內不會從美國政府的重要政策清單中移除。因此,本研究從官方文獻、相關高層領導人於任內或卸職後的文字記錄、專家學者的多方意見著手,探究公眾外交和戰略溝通的論述發展軌跡,以及各自的組織架構變動情形。目前暫得的結論為,美國政府將跨部門協調或整合下的公眾外交與戰略溝通視為國家安全戰略的一環,雖然配套資源咸認不足,不過在論述上、制度上的調整與轉變已經緩步成型。 At the outset, public diplomacy and strategic communication of the United States had different recipients overseas, but for the time being they appear to be moving on to the integration phase and will not be removed from the important policy list of the government. Hence, this research delves into the narratives and structural changes of public diplomacy and strategic communication, respectively, by looking at official documents, publications of relevant high-level officials – either in office or after resignation or retirement, as well as various opinions and comments of scholars and experts. The tentative conclusion is: the United States government views public diplomacy and strategic communication through interagency coordination or integration as part of the national security strategy. Although it is generally believed that the resources allocated to them are insufficient, the adjustments and transformations of their narratives and structures have come in shape gradually.
