At the outset, public diplomacy and strategic communication of the United States had different recipients overseas, but for the time being they appear to be moving on to the integration phase and will not be removed from the important policy list of the government. Hence, this research delves into the narratives and structural changes of public diplomacy and strategic communication, respectively, by looking at official documents, publications of relevant high-level officials – either in office or after resignation or retirement, as well as various opinions and comments of scholars and experts. The tentative conclusion is: the United States government views public diplomacy and strategic communication through interagency coordination or integration as part of the national security strategy. Although it is generally believed that the resources allocated to them are insufficient, the adjustments and transformations of their narratives and structures have come in shape gradually.
