    Title: 影響政府資料開放推動因素之探討
    The Analysis of Organizational Factors Affecting Implementation for Open Government Data Policy

    Abstract: 近年來,政府治理的發展逐漸走向開放、公民參與的發展趨勢,政府資料開放(Open Government Data, OGD)成為政府、企業與公民社會共同關注的議題,政府資料的開放及加值,有助於提升大眾信任感,促進商業的創新發展,以及強化公民社會的協作功能,體現開放政府在透明、參與和協作之公共價值。
    我國目前已針對政府資料開放作業原則、組織推動以及授權條款進行相關法規之訂定,機關資料集開放數量也逐漸成長,然而政府資料開放政策的落實,非只在於機關資料集數量的成長,須從整體開放政府的各環節進行投入與問題改善。故了解我國在政府資料開放政策的整備投入與影響人員推動因素之關係,將有助於機關在資料開放工作之推動。本研究提出影響推動政府資料開放政策之因素模型,使用三個機關(財政部、經濟部、內政部)之次級資料,透過結構方程式(Structural Equation Modeling, SEM)分析方法進行模型驗證,找出影響機關人員推動資料開放工作的關鍵因素,並探討三個機關資料開放策略之特性與人員推動之關係。
    研究結果顯示,機關在行政及法規、組織開放文化及技術諮詢的支持,能提升人員對於資料開放工作之認同與控制能力,以及降低機關人員在資料開放工作的風險感受,則有助於提高人員的推動意願。本研究透過模型實證與三個機關分析結果,針對我國在資料開放法規面向、技能培訓策略規劃、提高人員認同度共識及重視資
