    Abstract: 本文嘗試採用比較性的觀點評判中共人民解放軍眼中的[軍事事務革命]概念. 本文回顧, 評析有關科技與[軍事事務革命]之間的關係;介紹當前美國[軍事事務革命]核心的[網路中心作戰]概念; 並據此對解放軍當前之[軍事事務革命]概念進行評價. 本文發現, 美國當代[軍事事務革命]概念的內容已經日益明朗, 並以[網路中心作戰]概念開始進行革命, 但解放軍有關[軍事事務革命]的討論, 卻在[現代化], [轉型], 與[軍事事務革命]三種概念之間發生混淆, 同時更將[網路中心作戰]的概念誤以為是實際的武器與兵力組成, 對於[神奇武器]的看法也超過當前科技發展進度太遠, 而重視非軍事領域的傾向也反映解放軍[軍事事務革命]概念在作戰層級的空洞, 在在顯示解放軍對目前的[軍事事務革命]仍缺乏適切的認識.
    This article is a comparative analysis of the People`s Liberation Army(PLA)`s "Revolution in Military Affairs" (RMA) concepts. This article reviews the relationships between technology and RMA; introduces the current core RMA concept in the western military, "Network Centric Warfare" (NCW); then accordingly evaluate the PLA`s RMA concepts. This article argues that, in contrast to the western military`s RMA concepts, the PLA`s RMA concepts are confused with two other concepts: "Modernization" and "Transformation". At the same time, the PLA also demonstrates a deep misunderstanding of NCW, and an unrealistic notion about those "magic weapons" in the future. Further more, the PLA`s RMA concepts place a special emphasis on the non-military aspects, but are scant and inadequate at the operational level. All these indicate that the PLA still does not have an adequate and proper understanding of the RMA.
