Some library and information science (LIS) journals in Taiwan have begun to adopt the open access (OA) model of publication. The aim of this study is to investigate what kind of impact open access journals may have on library and information science scholars’ research in Taiwan. Therefore, the objective of the study is to explore the scholarly productivity of LIS scholars in Taiwan, to find out the rate of their publications in OA journals, and to calculate the mean citation rate between OA articles and non-OA articles that are not freely available online. A bibliometric method is used in the study. Data of OA publications and citation counts of LIS scholars in Taiwan from 2000 to 2009 are collected from the ACI Database and Social Science Citation Index Database. The study shows that among 72 LIS scholars who are subjects of the investigation, 64 of them have published 745 articles within the previous ten years: 679 articles in Chinese and 66 articles in English; 499 of these are OA articles, and 246 are non-OA articles; OA articles constitute 66.98% of the total number of academic articles. The mean citation rate of OA articles versus non-OA articles is 1.29. Analyses of these impact indicators moreover show that OA journals with contributions written in Chinese have an increasing impact on the research of LIS scholars in Taiwan, whereas contributions written in English and published in non-OA journals are more influential to LIS research in Taiwan than those published in OA journals.
