    Abstract: 晚近,隨著經濟的興起,中國在拉丁美洲推動資源外交。挾其豐富的外匯存底,中國進行大規模海外經濟活動,並配合高層外交出訪,以獲取糧食及天然資源。然而資源外交也引發了爭議,中國究竟是要建立「新殖民主義」式的經濟關係?還是追求「南南合作」?本文從政治經濟學的研究視角,藉由貿易、投資及金融借貸等關係,探討中國對拉丁美洲之資源外交。儘管中國對拉美的各項活動仍以獲取糧食及天然資源為主,然未構成西方所謂的「新殖民主義」經濟關係。
    In recent years, with its economic rise, China has initiated so-called "resources diplomacy" in Latin America. Under this banner, China has been launching massive overseas economic activities on the basis of its huge foreign reserves, plus high-level diplomatic visits, for the purpose of acquiring foodstuffs and natural resources. However, this kind of diplomacy has brought about controversy: does China intend to establish a neo-colonialist economic relationship or pursue South-South cooperation? From the angle of political economy, this study analyzes China`s resources diplomacy in Latin America in terms of trade, investment, and financial loans. Although the major activities taken by China remain the acquisition of foodstuffs and natural resources, these do not yet constitute a kind of neo-colonialist economic relationship.
