    Abstract: 在近代,隨著公共事務或公共議題賦予跨領域性質,從而導致更多元跨域治理的研究受到政治學界的重視。跨部門治理的概念同時也隨著時代的變遷與公共事務跨域性質之轉變,持續不斷被賦予新的意涵,強調互為協力關係的跨部門間,必須建立在一個相對自主、公平參與、明確課責、透明程序與相互信諾的新互動模式上。本研究主要探討跨部門治理的協力概念對於政府委外經營將帶來如何的關聯與效應,具體分析對象為「蓮潭國際文教會館」(Garden Villa)。蓮潭國際文教會館是一個以跨部門協力為主要概念的ROT(Rehabilitate-Operate-Transfer)委外實例,由「高雄市政府公務人力發展中心」(Civil Service Development Institute, Kaohsiung City)透過場域委外合作單位,以夥伴關係及跨部門協力的理念,與「台灣首府大學」(Taiwan Shoufu University)共同建立具現代化、國際化與知識化的新型態跨領域合作模式,至今仍穩定運作,被外界視為是成功的個案。本研究將以動態協力治理的生命週期論,探討蓮潭國際文教會館從創設迄今的運作過程,並據此充分說明公私部門在協力的不同政策階段因目標與手段的異同而所衍生的跨部門互動情況。最後,本研究希冀透過本案的委外經驗,可以發揮正外部效果,逐漸向外擴散到國內許多已從事或即將從事的委外案,最終達成促進民間正面積極參與公共事務活化公共資源的理念。
    The theory of cross-sector governance in public administration emphasizes the interaction relationship of public sector, private sector, and civil society. Furthermore, government is obliged to integrate those three sectors to form a niche effectively, and its managerial competency must be expanded to the convergence and interaction of government and society. This paper based on cross-sector governance emphasizes on the partnership between governments and society organizations that co-produce public services. Garden Villa is the first case of Rehabilitate-Operate-Transfer (ROT) in Kaohsiung city. Its success is from that Civil Service Development Institute of Kaohsiung government and Taiwan Shoufu University have formed a partnership which has successfully achieving public service delivery, providing professional civil service training and hospitality management. This paper will construct the life cycle of dynamic collaborative governance to analysis the beginning and operation processes in Garden Villa, further explaining this case’s successful experiences.
