    Title: 跨越藩籬?還是劃地自限?「國家型科技計畫」之後設敘事分析

    Abstract: 自一九九六年第五次全國科技會議達成設置「國家型科技計畫」以來,至今已十個年頭。作為國家因應知識經濟時代來臨的制度創新,「國家型計畫」企圖「由上而下」整合研發資源,並以「整體規劃,分工合作」方式打破部會署本位主義的藩籬。由於強調整合、彈性鬆綁、充分授權、減少行政干擾,並賦予資源優位性下,「國家型計畫」漸受矚目。惟十年過去了,除計畫規模日益龐大外,其受到質疑最深的部分,卻也是原本所欲達成的目標。\\r不同於其他科技政策分析,本文屬於「後設分析」範疇;透過對「國家型計畫」相關文本之分析,作者企圖揭示隱含在主流政策話語背後的「後設敘事」。在對文本的詮釋與分析上,本文除採取「局內人」觀點外,更藉助社會科學幾個主要典範在「制度/行動者」的研究,檢視不同文本如何看待「制度」此一核心概念,特別是其與現代化的關連。另一方面,順著前述幾個主要典範的「話語體系」變遷,反思「網絡典範」在科技政策研究上的特色。本文發現,長久以來指引臺灣科技政策的「後設敘事」,係以「國家現代化」為主軸;當此一「後設敘事」具體展現為對「制度」的理解時,即成為以「古典制度主義」以及「理性選擇/行為主義」的面貌出現,從而成為過度重視「正式組織」與「投入/產出系統」的制度觀。進一步而言,在「現代化後設敘事」底下,政策問題重點即被建構為「發現最佳制度模式」以及「效率/效益最優化計畫評估」。\\r誠然,以「現代化」為「後設敘事」的科技政策,固然有其歷史背景與時代貢獻,但習焉不查的結果,卻會使政策思維侷限於特定範疇,而無從跨越藩籬。「國家型計畫」的設置,雖企圖解決屬於全球化與後現代的政策問題,但獨厚「現代化後設敘事」之政策語境,卻無從平息「正當性」屢遭質疑的窘境。\\r本文目的不在證明或否證既有制度,而是要通過「後設分析」凸顯制約「國家型計畫」的「後設基礎」;另一方面,則是援引「網絡典範」在先進國家的政策實踐經驗,以為現今政策慣習注入一股新思維。
    A decade has passed since the fifth National Science and Technology Conference had reached a consensus to establish the National Science and Technology Program (NSTP). As an institutional innovation, NSTP aims to coordinate and to integrate R&D resources from top to bottom within the bureaucracy. Although the support from central government and Legislative Yuan are strong, but the performances of NSTP are limited due to poor performances of collaborating and integrating R&D resources among government agencies. This article explored the institutional foundations of NSTP through metaanalysis. From a large amount of NSTP texts surveyed, the author found that the ‘state-building’ or ‘modernization’ is the main discourse lying behind NSTP or S&T policy. To sum up, ‘state-building’ or modernization’ is NSTP’s metanarratives, and the discourse becomes implicit guidelines of Taiwan’s S&T policy. The author argued that people should be aware of the unconscious metanarratives embedded in NSTP. Only when different bodies of discourses can really enter the dialogue phase can NSTP across the border.
