    摘要: 本研究以權力與政治觀點來探討公營事業機構ｅ化的過程，權力與政治的存在是系統成敗很重要的關鍵因素。本研究從多重面向的權力理論觀點，以質性研究方法，來詮釋分析這些ｅ化過程中的政治行為，並選擇一個在其ｅ化過程中有著很多政治行為的個案—Delta 事業機構—進行三年之久的研究。並以五種不同層次與權力相關的理論觀點：零和權力、程序權力、組織權力、結構限制權力，以及塑造社會權力觀點，分析並詮釋個案在ｅ化過程中的權力的運作。本研究在實務上可藉由個案的實例給予政府相關機關在持續推動ｅ政府的過程當中，瞭解權力的操弄過程。故可藉此研究的發現可降低或避免未來在ｅ化時因為權力的操作與政治行為對政府ｅ化過程中所衍生的負面影響。
