    Abstract: 文化公民權(cultural citizenship)逐漸成為西方學術界一個重要的議題。在公民權的研究方面,對於多元文化主義的強調與全球化流動的影響,導致公民權的定義與內涵不斷拓展,從市民權、政治權、社會權,發展到了文化的面向,新「文化公民權」的內涵,已被視為公民落實民主的基本過程與條件之一。\\r 本文從學術理論中有關如何建構文化公民權的概念與內涵出發,分析文化公民權理論的提出具有三種意義:公民權概念的拓展;強調經由文化能力的提升深化公民主體與意識;進一步確認文化權的內涵。\\r 此外,文化公民權被視為文化政策推動的主要目的之一。本文一方面闡述國外文化政策中對於文化公民權的思考與落實;一方面比較台灣社會如何建構與發展文化公民權,剖析台灣文化公民權的內涵、與探索台灣社會發展文化公民權的可能困境。
    In recent decades academia has paid increasing attention to “cultural citizenship.” In citizenship studies, the emphasis on Multiculturalism and the influences of globalization leads to the expansion of “citizenship.” In addition to civil, political and social rights we may now start to talk of cultural rights. This paper reviews existing literature on the construction of “cultural citizenship” and argues that cultural citizenship expands the concept of “citizenship,” promotes citizen’s consciousness, and confirms the content of “cultural rights,”\\r Furthermore, “cultural citizenship” is viewed as a main purpose of cultural policy. This paper discusses the practice of cultural citizenship in cultural policy and the development of cultural citizenship in Taiwan.
