    摘要: 我國在面對內部民眾的期望及外在國際化的競爭下，對現行的體制、組織、法律規範等開始進行一系列的改革措施，並於（九十一）年召開政府改造委員會，規劃及制定相關事項。由於中央銀行的貨幣政策具有政治性格，使得政策的制定與執行，常受到行政及政治上的壓力，且央行的政策不但影響經濟發展，更與民眾息息相關，其能否專業獨立的行使職權，就成為民眾關注的焦點。因此我國中央銀行經「政府改造委員會」之決議改制為獨立機關，希望藉不受行政層級、外在政治力的干擾的運作方式以獨立行使職權。並根據決議將中央銀行法於（九十一）年六月將組織、成員等相關事項作了大幅的修正，以期符合獨立機關相關運作。\\r然改制後的中央銀行在獨立性的表現上，除了組織方面修正隸屬於行政院、改為合議制的組織架構及人事方面的專任的規定，與中央銀行獨立性代表的美國聯準會相同外；另外成員任期、產生方式、連任、及公開化程度方面則改變不大，都與聯準會相關規定有所差異，使得在獨立性實行上都會造成一定的影響。
    The Federal Reserve System (hereinafter the FRS) has been credited as the key factor to the economic growth in recent years of the U. S.. Beside its role in making sensible monetary policy, the FRS is well-known for its independence from other branches of government. This paper examines the independence of the FRS with regard to its organizational structure, personnel policies, and financial autonomy; and compares characteristics of the FRS with the Central Bank of Taiwan. It concludes with suggestions to organizational reform for the Central Bank of Taiwan.
