Abstract:	人才為事業成敗之所繫，欲求事業之蓬勃發展，人才之培植與訓練，應為首要之務。總統訓示：「沒有嚴格的考核，不經在職的實際訓練，則其學術荒無，知識落後，不能趕上時代，就不足以充任現代的公務人員」，又說：「惟有經過訓練的溝通思想，交換意見，研訂方案，講求技術以後，那才能夠確知本末先後，肆應裕如，所以訓練實在是用人行政教之以道藝，約之以制度的先著」（註一）。本此訓示益見人才訓練與發展工作之重要性。
