    Abstract: 國家因人口的增加、科學技術的發達、經濟活動的改變、社會關係的複雜及國際關係的變化等原因,使其性質由消極而積極,由被動而主動的改變。因應這種變化的主流是行政,行政隨國家性質的變化而擴大。而隨行政擴大的是文官的成長,不但在數量上大量增加,質量上亦不斷的提高。而人才的甄補,由於社會企業興起的競爭產生了困難,過去那一套消極性的甄補制度是難獲致優良人才的效果,而必須改採積極的措施。積極的措施者何?即不但要改進其任用制度,而且要能重視培植的功能。
