Abstract:	國家因人口的增加、科學技術的發達、經濟活動的改變、社會關係的複雜及國際關係的變化等原因，使其性質由消極而積極，由被動而主動的改變。因應這種變化的主流是行政，行政隨國家性質的變化而擴大。而隨行政擴大的是文官的成長，不但在數量上大量增加，質量上亦不斷的提高。而人才的甄補，由於社會企業興起的競爭產生了困難，過去那一套消極性的甄補制度是難獲致優良人才的效果，而必須改採積極的措施。積極的措施者何？即不但要改進其任用制度，而且要能重視培植的功能。
