Title:	我國政府機關實施集中採購制度之研究

Abstract:	由於現代國家政府的行政權逐漸趨向集中，政府職能因之日益擴大，其所掌轄範圍愈來廣泛，其所職掌事務愈來愈繁雜，愈為分工精細，並且隨著現代科學日新月異的神奇發展結果，進步的科學器械及設備不斷問世創新與普遍運用，促使政府業務之處理亦邁向技術化與專門專業化，而造成政府機關近年來孔需大量各類別之專門技術人才，及現代化科學管理技術的機關管理方法之必然趨勢。所謂現代化科學管理，即是運用最有計劃，最有系統，最為經濟，最為捷便的方法將繁雜工作迅速、合理、準確、效能地處理之一種順利達成工作目標之手段。在過去數十年間，工商企業界實行科學管理方法，有了宏大績效。進而政府機關為謀求減輕其業務成本與過量人、財、物力的浪費及不當運用，故近年來政府機關亦積極倡導機關科學管理之辦事方法。
