Title:	第四屆台灣省議會議員對質詢權應用之研究

Abstract:	質詢權是議會用以監督政府施政的主要工具，省議員享有充分的質詢權，且在議會的諸種功能中，顯有獨特坐大之勢，其成因若何？省議員行使質詢權的程序及運用之過程如何？又質詢權的行使是否真正為民喉舌？議員本身是否克盡厥責？諸如此類的問，以往先進或有論列，但多半是片面或局部的陳述，批評，而無整體的研究、檢討。筆者撰文旨在說明省議員在議會中質詢的實際運用過程，就省議員質詢的動機、止的，依實際質詢情況，來分析解釋其所以然。
