    Title: 房地產品質、價格與物價之研究

    Abstract: "房價乃消費者日常生活上一重要而巨額的支出,消費者物價指數應將其變動情形真實反映
     。然現行之消費者物價指數基於房價難以掌握,而以租金來估算居住類之物價水準。但是
     此居住類指數卻未能反映房價飆漲的情形,究其原因有二:一為資料本身的問題,一為權
     重的問題。針對資料問題,本文首先藉由主計處所作之住宅狀況調查之房價資料及房租資
     料來說明國內房價偏高、房租偏低以及房租不若房價敏感的情形。故消費者物價指數應加
     入房價資料較為恰當。而由於房價變動所牽涉之層面甚廣,若欲掌握真實房價或建立房價
     指數,應從影響房價之品質、區位及總體時機等因素之重要性來考慮。
     另外,關於權重問題,本文從台北市每家庭所得對於房價或房租之負擔能力、自有及租賃
     者之比例以及利率問題計算出房價及房租應佔物價之權重,將此權重與現行居住類之權重
     比較,則顯示目前之指數權重偏低,應予調整。"
