Title:	制度變遷對租稅邊際超額負擔計算的影響

Abstract:	本文提出了租稅邊際超額負擔的概念及重要性，並進一步衡量之，計算出台灣民國七十四年薪資所得稅的邊際超額負擔為 0.1 元。然而，文中更著重的是制度變遷對租稅邊際超額負擔的影響及含意。由制度經濟學中制度變遷理論的角度視之，唯有能清楚且完整的詮釋所有制度變遷對租稅邊際超額負擔影響的機制，再輔以計算出的數值，對租稅邊際超額負擔問題的探究才有實質的貢獻。也就是說，除了數量分析外，質的分析才是經濟學家更應努力的方向。此外，由文中亦可發現，當租稅邊際超額負擔數值很大時，並非表示此時提升租稅即為不可行，因為此舉可能為其他社會層面帶來更大的正面效益，換個角度視之，亦即它可能是由一進化型制度變遷所驅動。
