    Abstract: 歐債危機之根源及其對歐盟民主之啟示 一次又一次的歐盟高峰會讓歐債危機暫獲緩解﹐然而「山雨欲來」依舊是形容歐盟 當前處境最貼切的字眼。最近一回合歐盟高峰除再一次增強歐盟紓困資金外﹐不含英國 之26個歐盟會員國決定締結新約﹐加強歐盟會員國的財政紀律與財政整合。儘管焦頭爛 額的政治精英視建立歐洲財政聯盟為歐盟眼前唯一出路﹐會員國人民對於放棄部份主 權、踏入財政聯盟卻有相當保留。一如往常﹐危機的時刻一方面凸顯出歐盟民主赤字的 嚴重程度﹐一方面卻也更粗暴地深化、合理化民主赤字的存在。本研究試圖從歐債危機 之形成及精英人民的認同斷層之深化來理解歐盟過去二十年的發展。 長期觀察歐洲整合的學者無不屏氣凝神關注著瞬息萬變的歐債危機。本研究計劃擬 自歐債危機發生迴溯至歐元區之形成﹐以此過程檢視區域整合理論中之自由派政府間主 義、新功能主義、以及建構主義。由於文獻探討指向以歐盟政治精英之集體認知來解釋 歐元區國家一步步走向危機之過程﹐因此本研究計劃亦將同時探討歐盟政治精英之集體 認知是否能夠/如何解釋隨著歐債危機而更趨明顯之歐盟民主赤字之存在﹐並探討從民主 角度審視歐債危機能為歐盟未來的政治整合帶來何種啟示。
    The Cause of Euro Debt Crisis and Its Implications for EU Democracy Yet another EU summit kept the Euro-debt crisis under control, that is, for the time being. A strong sense of uncertainty and anxiety best describes the mood of the EU, its elites, and its citizens. At the latest round of summit, deals were struck to enhance the cash reservoir designated for bailing out member states in deep and urgent financial troubles. All the EU member states but the UK have agreed to sign a new treaty aimed at strengthening fiscal coordination and ensuring fiscal discipline. While the European political elites are hanging onto the fiscal union as the life saver of the “ever closer union”, their citizens do not appear to concur with the idea of a sovereignty-eroding fiscal union. As always, moments of crisis highlight the severity of democratic deficit in the EU while at the same time reinforce and legitimize the existence of such a deficit. This research project attempts to understand the development of European integration through the prism of elite-citizens gap against the background of the current Euro-debt crisis. Scholars dedicated to studies of the EU are riveted by the developments within the EU. The proposed research project traces the formation of the Euro-debt crisis right through its origin and tests the existing integration theories—liberal intergovernmentalism, neofunctionalism, and constructivism—with the root cause and the trajectory of the crisis. Since political elites inevitably play a crucial role in the formation of the crisis, the proposed study will look into one of the spillover effects of the debt crisis, i.e., the planned fiscal union, from the perspective of elite-citizen gap and investigate the democratic implications of such a development.
