| 摘要: | XIV. yüzyılda, Azerbaycan sınırları içinde kaleme alınan Düstûr el-Kâtib fî Ta‘yîn el-Merâtib adlı eser, dönemin devlet teşkilatı ve yerel yönetimleri hakkında bilgi veren önemli bir kaynaktır. Çalışmamızda, söz konusu kaynak tanıtıldıktan sonra, genel olarak Đlhanlı eyalet yönetimine değinilmektedir. Ardından, kaynaktaki veriler ışığında XIV. asır Đlhanlı yerel yönetimi içinde riyêset-i dîh, yani köy reisliği kurumu ele alınmaktadır. Bu çerçevede, köy reisinin yetki ve sorumlulukları ile faaliyetleri üzerinde durulmakta; merkeze ve diğer devlet görevlilerine karşı yükümlülükleri belirtilmektedir.
Dustūr al-Kātib fī Ta‘yīn al-Marātib, written in Azerbaijan in the 14th century, is an important source in terms of the state organization and the local authorities of the era. Within framework of the study, first, the source Riyāsat-i dīh or the chairmanship/presidency of the village, within the 14th century Ilkhanid local administration, is described in the light of Dustūr al-Kātib. Then, the institution of the Ilkhanid province administration is terms. In this respect, the authority, responsible, and activities of the village headman are investigated; obligations of the riyāsat to the center of the government and to the other officials are described. |
