    Abstract: 中共建政至 1966 年「文化大革命」爆發之前,彭真在中共政治中長期扮演 身兼中央領導人與地方大員的雙重政治角色。一方面,彭真經常參與中共中央的 高層決策,並受命負責多項重要的工作;另一方面,他也擔任中共首都北京市的 最高負責人。本研究計畫規劃研究彭真作為地方領導人的政治角色,特別是在「文 革」前的「社會主義建設時期」(1956-1966 年)中,彭真如何在北京市領導中共中 央接連發起的群眾運動,例如:整風與「反右派」運動、「大躍進」、「反右傾」 運動,以及社會主義教育運動? 西方對彭真的研究,僅侷限在對他高層政治角色的關注(並囿於「派系政治」 思考的弊病),而無留意彭對首都的政治治理。中國大陸的相關研究,雖然有注 意到彭真治理北京市的角色,但對彭真如何領導「社會主義建設時期」當地的群 眾運動,著墨不多,對其在運動中爭議的一面,更是有意迴避。本研究計畫即期 以彌補以上的缺憾。本研究計畫的目的在於:探討彭真在「文革」前治理北京市 的政治角色、活動與影響,冀以重建、還原其個人歷史中的一個重要部分,並對 中共的政治史,包括:中共的地方治理、城市政策、中央與地方關係,乃至與彭 真相關的高層政治研究有所裨益。
    Peng Zhen was one of the most influential statesmen in PRC politics. As a member of the CCP Politburo, Peng participated in the decision-making, and took charge of several crucial jobs such as the political-legal affairs, organizational affairs, and united front works. Moreover, he also served as the Party Secretary of the Beijing municipal committee for 17 years. This two-year research focuses on Peng’s political roles as the top leader of the capital, the Beijing city. It will examine the following questions: How did Peng lead the several important mass campaigns such as the Rectification and Anti-Rightist Campaign, the Great Leap Forward and the Socialist Education Movement in the Beijing City? What line and policy did Peng adopt when he ran these local campaigns? What influence did Peng’s relevant point of view and activities have on these political events in the capital? The purpose of this research is to examine Peng’s roles and activities in the Beijing local politics. By doing so, it will not only facilitate the understanding of Peng’s political character and style, but also make significant contribution to the studies of PRC history and Chinese Communist leadership politics. Research methods used in this project include extensive review of the literature, memoirs, declassified documents and in-depth interview with Chinese historians, scholars specializing in the period and some witnesses.
