    Title: 歐洲聯盟與中國在非洲的競合關係
    The Competitive and Cooperative Relationship of the EU and China in Africa

    Abstract: 歐盟長期經營非洲地區,雙邊政經關係緊密,然近年來中國崛起,大力發展與非洲國家關係,雙方在非洲地區產生競爭與合作的關係。

    在競爭關係中,政治層面上,歐盟在援助非洲國家的同時,要求非洲國家改善民主、人權、善治,而中國卻標榜「無附帶條件」的經營方式,雖然「北京共識」獲得部分國家認同,歐盟的「華盛頓共識」仍然佔有優勢;經濟層面上,歐盟在與中國競爭非洲天然資源時,仍佔上風,然與非洲國家的貿易及「海外直接投資」關係,卻出現歐盟優勢漸消、中國快速成長的現象。

    在合作關係中,經濟層面上,歐盟與中國未來可以針對非洲地區基礎建設的興建及天然資源的永續開採進行合作;安全層面上,歐盟與中國可以在傳統安全上合作,例如透過聯合國維和部隊,維持非洲地區的和平與安全,也可以在非傳統安全上合作,如防止非洲地區「小型槍械及輕武器」的擴散,而打擊索馬利亞海盜是目前雙方實際合作的開端。

    本研究發現,目前歐盟與中國在非洲地區的關係是競爭多於合作,其原因為「雙方本位利益的考量」及「整合機制尚未建立」,唯有突破此兩項限制,雙方未來才能在非洲地區進一步攜手合作,打造中歐非三贏的局面。
