    Abstract: 2 0 0 1 年中國大陸正式加入「世界貿易組織」( W o r l d T r a d e Organization)，四大國有銀行為因應5年過渡期之後金融服務業全面開放的外部壓力與巨大衝擊，繼1 9 7 8年改革開放之後，再次採取一系列具戰略性與宏觀性的改革措施，以期優先緩解外資銀行所帶來的競爭威脅，進而在後W T O時代有效提升全球金融競爭力。2 0 0 5年為國有銀行深化改革的重要轉折期，除透過公開上市方式，以加速股份制改革外，也同步推動財務重整、大規模引進戰略投資者、強化監理制度與完善治理結構等多項配套措施。經由這些改革措施的賡續推動，雖已大幅改善國有銀行的產權結構、經營績效、治理能力與服務效率，然而包括「資金充足率不足」、「壞帳過高」與「三角債」等結構性金融難題，如不從根本面徹底解決，未來勢必成為國有銀行追求永續發展的障礙和變數。
