| Abstract: | 本文研究動機在於探究東亞區域整合的政治效果，東亞區域整合是「現在進行式」，我們可以輕易指出當中所涉及的行為者，但卻無法預測區域整合的「結果」，尤其是有關於政治性的結果。在此本文想要處理的問題主要有三個部分：第一，國內行為者如何形塑出各國所想創造的獨佔性利益並進入國際層次？第二，國家之間如何協調彼此的利益衝突？將會如何反應在東亞區域整合的制度化？第三，政治關係將如何影響東亞區域整合？東亞區域整合的結果又將如何影響國際體系？
有鑑於目前針對區域整合之研究大多從國際層次角度進行探討，本文改採國內政治的角度進行分析，結合雙階賽局理論與偏差動員理論來探討國內如何整合並透過動員來形塑利益的共識圈，再進入國際層次的談判將國家利益化為制度化的國際協議。最後透過個案分析的研究來探討區域整合，在此所採用的個案為日本農協的TPP與RCEP參與過程，由於日本農協在其國內政治中的腳色極為重要，又積極動員影響政府加入區域整合的規劃，故而非常適合作為本文的研究個案。
本文發現，國內行為者的動員行為將會使本身之偏差透過對代議士的遊說施壓參與共識圈的形成，進而成為第一層次談判代表必須探測之國內意見。國內政治的動向往往決定執政當局的政權正當性，本文雖以日本為例，但即便是非民主國家，其決策若嚴重威脅其國內主要行為者之利益，恐怕也難以推行。目前大多數國家皆採行資本主義的市場機制，如何透過經貿政策增加國內產業的國際競爭力、減少國際競爭壓力，對於政府來說是極為重要的課題；對於產業界而言，各國政治體制的不同將導致各產業的政治稟賦不同，日本在特殊的脈絡下讓農協在政治面有著龐大的影響力，而在其他國家不見得有著政治稟賦相當於農協的產業組織，但這並不意味著只有日本政府的經貿政策會受其產業界的意見所左右，只是各國產業界所持有的政治稟賦不盡相同而已。
This thesis focuses on the political effects of East-Asia regional integration, which is ongoing. We can easily identify the actors involved, but hardly forecast the results and outputs, especially the political part. This thesis is an attempt to answer three questions: the first question is that how domestic actors shape their exclusive interests as their national interest in domestic and international levels; the second question is that how states resolve the conflicts of interest between each other and how would it affect the institutionalization of regional integration of East Asia; the final question is about the influence of political relationships to regional integration of East Asia and its effect to international system.
Given that most of the present researches of regional integration are analysis of international level, here in this thesis I’m going to analyze it from the aspect of domestic politics, combining two-level game theory with the theory of mobilization of bias to probe how domestic actors integrate their interests and shape the win-sets with the process of mobilization for converting national interest into institutionalized international agreements through negotiation in international level. The case study adopted in this thesis is Japan Agricultural Cooperatives(日本農業協同組合, JA) and its process of participation to TPP and RCEP for the reason that JA plays an extremely important character in Japanese politics and is active in mobilization to influence the government’s plan of participating regional integration.
The main finding of this thesis is that the mobilization of domestic actors will let the bias of actors participate the forming of win-sets through lobbying and pressure to the legislators. The tendency of domestic politics usually determines the legitimacy of regime of governmental authority. Although this thesis takes Japan for example, even non-democratic countries would face harsh difficulties if their policies threaten the interests of main actors. Since most of countries adopt capitalist market mechanism, the issue that how to increase the competitiveness of domestic industries and to decrease international competitive pressure with their trading and economic policies become extremely important to governments. For industries, the difference between political institutions leads to the difference of political endowments between each industries. Under specific context, JA has a tremendous influence in political side, whereas other countries don’t necessarily have such powerful industry cooperation which has the political endowments like JA does. However, it doesn’t mean that only Japanese government’s trading and economic policies would be influenced by the opinions of domestic industries, but simply means that different industry in different country has different political endowment. |
