    Abstract: 中共對臺經貿政策早於1979年發表「告臺灣同胞書」,即以訴求「三通」為重點。其後,陸續透過優惠政策提供、法規制定與政治籠絡落實吸引臺資政策。90年代以來中共對臺經貿政策與措施主要包括:提供優惠政策與政治禮遇,發揮引資效果;完善臺商投資法規,保障臺商權益;吸引大臺商、財團,擴大政經影響;積極吸引高科技產業,發揮群聚效應;改善投資環境,設投資專區吸引臺資;促成兩岸直接「三通」(通郵、通商、通航),深化經貿關係;訴求民族主義,爭取臺商認同;彰顯「反獨」作為,發揮嚇阻臺商支持「臺獨」效果;主動赴臺招商,擴大引資效果;組建臺商協會,強化掌控與整合能力(參見附表)。基本而言,中共對臺經貿政策之運作,並非全然依循經濟因素與市場法則,而亦兼具政治功能性策略考量。
