    Abstract: 職能基礎模式觀點大量運用於人力資源管理的諸多功能性領域,並強調對於增進個人和組織績效可產生更具體的貢獻,目前已受到許多國家政府部門的參採,特別是用於主管人力的遴選設計。台灣政府部門內人力資源管理仍缺乏職能基礎觀點的思考,本文做為本期專題第一篇文章,主要是從理論面和概念面討論職能概念,然後闡述政府初任人力運用職能觀點時,應該特別重視的面向,包括:考試類科、應試科目、評量內容、評量方法和資格條件設定,並深入討論每一面向的關鍵性課題,提供分析個別國家公務人員考試或考試類科的參考架構。
    The perspective of competency fundamental modalities is widely applied to various functional fields of personnel resource management. It stresses the possibility for more tangible contributions to enhancing individual and organization performance. Government departments from many nations have looked into and adopted this approach, which is especially suitable as related to design of the supervisory personnel selection system. Taiwan’s government departments currently lack consideration of competency fundamentals concerning personnel resource management at this time. As the lead article on this topic in the present edition of this publication, this paper essentially discusses the concept of competency from theoretical and conceptual aspects. Next, it elucidates areas of particular note when employing the approach of competency to entry-level government personnel (at any given level), including: examination categories, examination subjects, scoring contents, scoring methods, and design of conditions for qualification, as well as in-depth discussion of key issues of each aspect, to provide a structure of reference for analyzing the civil service examinations or examination categories of individual countries.
