A key issue is an opportunity, threat, or problem associated with the effective use of information technology in the organization. It is a critical success factor where things must go right if an organization is to be successful. In order to better understand the management of the MIS area, this research surveyed Top 100 companies, members of Information Manager Association, small-medium businesses and government organizations, etc., to identify the key issues confronting managers and developers of information systems in Taiwan. Importance is qualified as the amount of resources that is anticipated in addressing the issue over the next three to five years. The sample survey strategy was used with questionnaire and interview data collection methods. The questionnaire was evaluated by experts and was pretested. Its final form contains 38 key issues. This research applies two different questionnaire data collection methods. 748 questionnaires were mailed and final effective samples are 332. The top three issues are as followed: top management support, communication between the IS department and users, and aligning MIS with business goals. Factor Analysis is used to aggregate the issues into 7 higher factors. The ranking is compared with previous researches in Taiwan and other countries to discuss the possible trends, cultural, economic and information technology differences. We also analyze the effects of the following variables on the ranking and rating of the key issues: different IS growth stages, industries, public or private sector, IS department related variables (how long it has been established and the number of its staff), respondent related variables (position and how long he (she) has been involved in IS jobs), and organization size (large vs. small-medium, number of total employees, and yearly sales). |
