Abstract:	基於資訊技術日益成熟發展，其使用於政府組織運作流程中亦日趨普遍，而電子檔案系統則可說是諸多應用項目中最具體而基本者。因為使用電子檔案系統，不僅增進了組織文書檔案製作的方便性，同時對於資料傳遞、保存、應用…等效率的提高，更有大幅進步。不過儘管有這些優點，如何將電子檔案系統順利融入組織體系，並改變人員舊有的工作習慣，甚至於防止機關資料因為電子化而不當外洩…等，均是今日推動電子檔案管理所不能忽略之重要問題。本文內容主要基於檔案法及相關法令之規定，來探討機關進行電子檔案管理作業應有之流程，進一步分析檔案管理局未來辦理電子公文檔案系統試辦計畫評估時，應考量的問題焦點與執行策略建議。
