    Abstract: 影响住房保障的因素比较复杂, 基于空间计量模型的实证研究结果表明, 我国由经济发展带来的GDP规模和政府财力快速增长并未有效支持财政对住房保障的投入;城镇化进程加快给住房保障问题解决带来了较大压力, 区域间政府住房保障财政投入竞争促进了区域间政府住房保障财政投入。今后政府需要加大财政用于保障性住房建设投入力度, 建立有效的保障机制, 将住房保障财政投入逐步由政治激励向经济激励转变, 统筹解决城镇化带来的住房保障问题;将土地征用、房屋拆迁政策与住房保障政策相衔接, 建立住房保障动态进出机制, 将低保政策与住房保障政策相衔接。
    Factors to affect housing security are more complicated than those to other issues. According to the empirical results from the spatial econometric model, it is indicated that China`s big scale of GDP and the rapid growth of government`s revenues resulting from China`s successfully economic development do not effectively support government`s fiscal spending in housing security. In addition, the accelerating process of urbanization brings about greater pressure to government in addressing the problem of housing security. The competition of financial investment in housing security among regional governments promotes the housing financial investment in China. In the future, the government should increase the proportion of public investment in the construction of affordable houses and establish an effective mechanism of security to gradually shift the financial effort in housing security from the political incentive to economic aspects. Using the overall plan mentioned above, government might be able to tackle the housing security problem brought by urbanization more efficiently. It is also suggested that the housing security policy should correspond with policies of land requisition and housing demolition. Moreover, the dynamic mechanism of moving in and out of affordable housing should be established and the link between policies of minimum living guarantee and housing security should be constructed.
