Abstract:	本項研究擬以美國、加拿大、澳洲、德國、比利時、荷蘭、盧森堡、北歐國家、法國、西班牙、葡萄牙、義大利、日本、墨西哥的政黨制度暨其運作規律為主題.分析的焦點包括 (1)政黨組織與結構;(2)政黨與政府;(3)政黨與選民;(4)政黨體系.在政黨組織與結構部分,本項研究探索的主題是,上述各國政黨如設立黨內組織以贏得選舉並治理政府.在政黨與政府方面, 本項研究將分析政黨與立法機構行政機構及與司法機構的關係.就政黨與選民的關係而言,本項研究除了分析各國選民的投票型態之外,亦將探討各國政黨背後選民的社會特徵.原因是, 支持政黨選民的社會特徵愈分歧,則政黨之間衝突愈強烈,政黨黨紀的維繫亦愈困難.有關政黨體系部分,本項研究擬跨國、跨時間比較各政黨體系、政黨競爭型態,另外亦將探討各國政黨體系與政治穩定之相關性.政黨是現代民主政治的原動力.有了政黨,民主政治的目標才較容易實現.有政黨,但政黨制度不健全,則政治選作便不順利,導致政府政策經常癱瘓,民眾的利益受損,自由民主的目標也遭致扭曲.基於此, 為了增進國人的政治常識、為了提供我國政界人士政治改革的方向,本項研究似是一項重要的起點.
