    Abstract: 全球化讓政府面對更多結構不良的政策問題,政府必須有更好的治理能力,而強化政府治理能力的主要來源是政府文官人力資源體系的變革。本文旨在運用組織競爭力、策略性人力資源管理和能力管理等理論,分析如何透過文官體系的能力改造,引導文官具備因應全球治理的能力和行為,增進台灣政府面臨全球化大挑戰之競爭力。文中根據台灣政府競爭力的弱點,提出引導文官表現出有助於提升政府競爭力的三大方面能力和行為:具備全球化治理觀念的政策規劃能力,具備有效執行與管理政策的能力,和展現高度廉潔的公共服務倫理行為。最後,並具體提出各項主要人事政策和制度必須變革的方向,特別是如何增進政府高階主管人力能力精進的人事政策變革重點。
