    Abstract: 真理有兩種,一種是外延真理,另一種內容真理。西方文化擅長外延真理,而中國文化擅長內容真理。本文著重內容真理,這是迄今為止,在公共行政學術領域尚未給予應有的重視。本文認為行動知識比行政科學重要,吾人必須發展行動知識,這是非量化的人文因素,諸如價值、意義、與體驗的知識,而為正式的事業規劃與策略資源運用所排除的因素。就知識創造而言,根據Nonaka和Takeuchi兩人得分類,有四種知識即同感知識、概念知識、操作知識、與系統的知識。西方組織的風格幾乎完全與日本或東方式的組織風格不同。做為中國人,吾人有信心從中國文化的體驗中發展行政理論,以追求可應用於西方世界的較普遍理論。
    There are two kinds of truth: one is extensional truth, the other is intentional. Western culture is good at the former truth, while Chinese culture is good at the later. This paper put emphasis on the intentional truth, which is not yet given im-portance in the field of public administration. This paper argues that action knowledge is more important than administrative science. We need to develop this kind of action knowledge which is unquantifi-able human factors, such as values, meanings, and experience, are excluded, from formal business planning and development of strategic resources.In terms of knowledge creation, according to Nonaka and Takeuchi (1995: 72), there are four kinds of knowledge, which are sympathized knowledge, conceptual knowledge, operational knowledge, and systemic knowledge. Therefore, the style of Western organization is almost totally different from the Japanese or oriental organization.As a Chinese people, we do have confidence to develop administrative theory from the experience of Chinese culture in pursuit of more Universal theory, which can be applied to the West.
