    Abstract: 有關民主化的菁英流動研究,大多以反對及立法菁英為探討對象,因為開放選舉後,政治菁英流動係常見之事實;然而,探討中央行政菁英流動方向的相關文獻並不多見。這是由於行政菁英流動的產生,受到現實政治變遷的因素影響甚大,例如中央政黨輪替即為造成該現象最顯著之政治事件,而台灣則在公元兩千年時才首次經歷這樣的一個變化。過去五十多年間,台灣在一黨獨大的國民黨統治時期,大規模行政菁英流動的現象較並不明顯,但兩千年首次的政權轉移,使得此一現象變得顯著。然而,國內有關行政菁英流動的文獻卻付諸闕如,更彰顯本研究之價值。本文蒐集一九九五年至二○○三年行政院的主管人事資料,建立新資料庫以供研究。透過政黨輪替的結構分析,內閣改組的事件分析,及個體層次分析等,檢視新政權裡「新政府,舊官僚」現象的真實性。透過資料的探討,發現關於「新政府,舊官僚」這樣的描述並非完全正確,當中有著複雜的策略意涵:新政府於輪替當年大量更換政務菁英,輪替後則在事務層級上進行另一波人事的改變,本研究以「兩階段換人策略」來解釋這樣的情形。由上而下的層級更換,說明了層級的鬆動策略。可替代性較高部門中政務菁英的汰換,早於可替代性較低的部門,這是另一項替換速度的差異。另外,由上而下的性別滲透,代表新政府先從政務體系增加女性人員的任命,其次才是事務系統。在比較兩個政權對於政務菁英的任用時,發現了世代交替及外省籍大撤退,以上對於未來行政菁英的性質與發展皆具決定性影響。
    This research is about the mobility of administrative elites in Taiwan. Only after regime turnover was accomplished in 2000, administrative elites could be replaced in the central government, which is dominated by the KMT since 1949. Since then, the phenomenon of large-scale mobilization of administrative elites did not exist. Due to the fact that a databank with relevant data did not exist, we gathered the personnel data of Administrate Yuan Superintendents and con-structed a new database. We find that the description of “new government and old bureaucrats” do not completely fit reality, as the government had sophisticated tactics. The new government replaced large numbers of staff on the political officials level, such as minister、political deputy minister, and introduced another personnel change on a lower level later. We use a two stage theory to explain the personnel change in-troduced by the new administration. Easily replaceable bureaucrats were re-placed faster than the specialists, which accounts for another difference in substi-tutive rate. Besides, the gender permeability from up to down, represent the increased channels of female administrator designate are formed. In the comparison of the new and old regimes’ dealing with administrative elites, a trend is uncov-ered towards generational alternation and evacuation of the ethnic group, and this will greatly affect the character and development of future administrating elites.
