Title:	採購物品之性質與採購方式之研究

Abstract:	採購是企業降低成本、增加利潤之重要活動之一，而採購方式對採購績效之影響甚大。然而有關之實證研究却非常欠缺。本研究利用採購物品之技術程度、互動程度及調適程度三項特性、衡量採購物品所需供應商之一般能力及調適能力，並進而推論了公關招標、比價、議價及長期契約等採購方式之適用條件。本研究更利用中央信託局民國七十四年之採購案件中，依採購方式抽取五十四件案例作為分析驗證之依據。每件案例由組成之研判小組根據所界定之衡量準則及每件採購案之規格及要求判定適宜採用之採購方式，再將實際採購方式分成「合適」及「不合適」兩類，並以成交價對底價差之百分數，及所耗採購時問比較兩類之績效。結果證明不同性質之採購物品應適用不同之採購方式，公關招標不一定都比議價或比較為優。
