    摘要: 我國銀行保險業務發展至今，不論對保險及銀行業而言，均已佔有重要地位與貢獻，但目前銀行保險之監理仍存有若干問題尚待解決：如法律依據缺乏明確性、銀行轉投資保險經紀人、代理人公司缺乏妥適性以及衍生消費者權益保障不足等問題。本文建議改變現行經營架構，開放銀行得兼營保險經紀人及保險代理人業務、確認銀行為銀行保險業務之經營主體之一，如此方能建立權責相符之銀行保險業務運作，避免銀行保險之消費爭議，創造消費者、銀行及保險公司三贏局面。
    Bancassurance in Taiwan developed promisingly in recent years and contributed significant volume of business income to the insurance market and banking industry. As bancassurance gradually gains the importance in the financial market. Obviously it might create certain regulatory issues. We suggest that banks shall be authorized to be engaged in insurance business as a broker or an agent. Not only it can remove the asymmetry between the rights and obligation of banks, but also it can clarify the legal basis for banks to operate bancassurance in Taiwan.
