    Abstract: 在東歐民主化風潮及蘇聯解體之後,「後冷戰時期」的來臨以及意識形態對抗的瓦解,直接使得向來即受到學者們關注的「民主化」問題再度成為了眾人討論之焦點,而亞、非及拉丁美洲等「第三世界」國家的未來發展尤其受到矚目。值得注意的是,民主的發展有其階段性的特徵,而從拉丁美洲的歷史上,似乎也可約略看出民主與威權政體間有著交互替代的週期性波動,至八O年代後乃出現一波幾乎與東歐發展同時並進的民主浪潮;此一現場當然引起學者們的高度關注。在此必須強調,拉美國家的政治發展正處於從程序民主進入到實質民主的過渡期中,而經濟發展的不穩定性乃是影響其民主鞏固的重要因素之一。
