    Abstract: 英國自從十九世紀末世界國際體系開展以來,即逐漸面臨愈趨沈重而繁雜的殖民與戰略軍事問題。加以二十世紀列強因軍備競賽集團對立而引發第一次世界大戰,促使英國不得不以外交策略援引軍事與國防線,姑息政策因應而生。 二次大戰前夕的英國姑息政策,其來有自。本文希望從歷史研究的角度,從十九世紀末的國際局勢開始為姑息政策理念的形成探源,以嘗試分析此一外交理念存在之原因與形成過程。
